Truth is TV is bought according to budget, rather than budgets being set according to TV. We spend more time telling people that TV is not suitable for them than those for whom it is.
You're not buying the TV station and you're not buying specific spots. You're buying the eyes and ears of a commodity called the audience. They have a price and the price can't be reduced, but the amount of people you reach can be diluted. So the less you pay the more ineffective TV becomes. It's as simple as "you get what you pay for"
